Another Appeal to the Honourable Delegates to the 25 Session of the UNHR Council, Geneva

                                              
                                              
 USA  has great scientists and technicians who have develop technology to reach into the outer space.They sent  men to the moon.  But the minds of the American  President, even Senators and those of the US State Department have not seen a parallel development, remaining at a  primitive level therefore following the rule of the jungle - the survival of the fittest. 

That is why American State Department continues with its  confrontational mentality. It pounces on the developing nations, like the predators capturing its prey, not allowing them to rise above their under development, holding them tied to America’s own set of jungle rules obey us lest we change regimes, or  impose sanctions.

In this lawless state USA is  the deciding factor for those who have not developed proportionately to challenge its mighty power. How else can one see this Honourable Delegates, the sadistic delirium in seeking satisfaction in claiming others are wrong without looking over its  shoulders to see the sufferings it has left behind ? 

The ruling class of USA which accepts no challenge, nor listen to reason  has gathered around it a coterie of supporters from the European Union with UK, Canada, France, Germany etc. the “Yes Men”.   They have all  their skeletons in  their cupboards, but pretends to the world they are  shining knights of honour.

They are all present in the UNHR Council in Geneva, with a resolution against a small country  Sri Lanka- which suffered for thirty years under terrorism, and with a great effort and at a great cost of lives, eliminated terrorism hoping to bring peace, prosperity and happiness to its people after those long years of suffering. 

But  since that historic elimination of terrorism in Sri Lanka, USA with its coteries have gathered  like vultures around a carcass,  demanding accountability for violation of human rights and war crimes.

The Prime Minister of UK David Cameron had said speaking in support of the US Resolution against Sri Lanka,  that, “…. without a credible investigation in to very serious allegations of the past, it will be very difficult for the Sri Lankan people to move forward in the true spirit of lasting peace, reconciliation and unity and for Sri Lanka to reach its true potential". It was repeated by Hugo Swire, Minister of State at the British Foreign and Commonwealth Office.

British Foreign Minister William Hague has in the meantime suggested setting up a  Special Court for Sri Lanka on the lines of UN backed Special Court for Sierra Leone to investigate into atrocities allegedly committed by the Sri Lankan military.

Honourable Delegate, please ask yourself why UK is so keen about an investigation into  Sri Lanka’s just war against terrorism, when UK  itself is not free from accusations of  violation of human rights and war crimes. UK has still not published the Report of the Chilcot Inquiry -the British Public Inquiry into the Nation’s role in the Iraqi war. 

In the accusation and presenting a resolution against Sri Lanka for its just war to end the thirty year old terrorism, David Cameron, William Hague and Hugo Swire have conveniently ignored their own guilt of  violation of human rights and  war crimes during  the Iraqi war.

The war crimes and violation of human rights by the UK armed forces in Iraq have been well documented. Some of these items of violation of human rights are distressing to read:

On Januray 1st, 2004 Ghanem Kadhem Kati, an unarmed young man, was shot twice on the back by a British Soldier at the door to his home. Troops had arrived at the scene after hearing shooting, which neighbours said came from a wedding party. Investigators from the Royal Military Police exhumed the teenager’s body six weeks later but have yet to offer compensation or announce any conclusion to the inquiry…………..

Details of beating, electrocution, mock executions, and sexual assault by British troops during the Iraqi war  were alleged in a 250 page dossier on January,2014.  These alleged abuses could result in some Britain’s leading defence figures facing prosecution for “systematic” war crimes by the International Criminal Court (ICC) in which Britain is the state party.  The allegations included range from “hooding” prisoners, to burning, electric shocks, threats to kill and “cultural and religious humiliations”. Other forms of alleged abuses include sexual assault, mock executions, threats of rape, death and torture.

These are real allegations unlike those of doctored videos and faked films of the UK Channel 4 which  the UN Commissioner for HR Navi Pillai  has taken as evidence to demand an International  Independent Investigation into Sri Lanka’s military operations against the terrorists. 

The UK Channel 4 is heavily paid to make these horror films by the anti Sri Lanka Tamil Diaspora, some of them now manifesting with their red flags of terrorism in the UNHRCouncil premises in Geneva

TheUK Channel 4 films are false and without substantial evidence of any sort.  The selection of the UK Channel 4 films as evidence on which UNCHR proposes an International Independent Investigation  in Sri Lanka shows the partiality of the UN Commissioner of Human Rights Navi Pillai of Tamil origin, and her determination to punish Sri Lanka for the elimination of her distant cousins the Tamil Terrorists.

In the meantime the Prime Minister of Canada,  Stephen Harper demands Sri Lanka to respect human rights and rule of law and supports the US resolution against Sri Lanka demanding an International Independent Investigation in to Sri Lanka’s violation of human rights.  But Honourable Delegate the Canadian Prime Minister Stephen Harper is throwing stones sitting inside a glass house.

Honourable Delegate, utter discrimination of indigenous Indian/First Nation minority population is taking place under Stephen Harper’s  Conservative regime. His Conservative Party-dominated parliamentary committee has rejected the establishment of a national commission to investigate the blatant discrimination, murders , disappearances and rape of women and young girls who belong to indigenous minority ethnic communities, saying it has no use. 

Is it not hypocrisy of Stephen Harper to be more concerned with the Tamils of Sri Lanka to the exclusion of the aborigine Canadian Indians ?

Now with regard to USA the Prime Mover of the Resolution against Sri Lanka at the UNHRC Geneva. The Honourable Delegate  knows very well the record of USA with regard to violation of Human rights and war crimes. It  is not necessary to give in detail the torture camps of  Abu Ghraib in Iraq, Guantanamo Camps in  Guantanamo Bay, My Lai Massacre in Vietnam, Hadith Massacre in Iraq, where there are crying evidence of American violation of human rights and war crimes.

There is the recent case of which the Honourable Delegates may have taken note.  It is the draft of Pakistan Resolution which proposes that nations “ensure transparency” when discussing drone strikes, and conduct prompt, independent and impartial investigations whenever there are indications of any violations to human rights caused by their use.”

“But the Obama administration has largely refused to supply UN experts with details about the classified US drone program, which has killed hundreds of suspected militants in Pakistan, Somalia, Yemen, and other countries over the past decade. Independent investigators say the strikes have also killed thousands of civilians, including large numbers of women and children, a charge the White House denies without providing evidence to the contrary.”

Andrea Prasow, an American lawyer who tracks national security issues for Human Rights Watch, said the United States was passing up a golden opportunity to influence the UN debate on drones.

"This resolution would be the first time the council is going to do anything about drones and the US is not participating in any of the informal discussions about language”, she said. "They are telling us they are reserving judgment on the resolution, which means they won't be happy with it. They are concerned that the council doesn't have jurisdiction over this issue. I think it's ludicrous to say the Human Rights Council doesn't have anything to say about drone strikes."

The declassified papers on Vietnam war show  US Atrocities went far beyond My Lai : Nick Turse and Deborrah Nelson reported to the Times on August,2006.  The men of the 8 Company  were in a dangerous state of mind having lost five of their men in a fire fight the previous day. The following morning  there were orders to resume their sweep of the country side, a green patchwork of rice paddies along Vietnam’s central coast.  They met no resistance as they entered a nondescript settlement in Quang Nam province. So Jamie Henry, a 20 year old medic, set his rifle down in a hut, unfastened his bandoliers and lighted a cigarette.  Just then, the voice of a lieutenant crackled across the radio. He reported that he had rounded up 19 civilians, and wanted to know  what to do with them.  Henry later recalled the company commander’s response: Kill any thing that moves.  Henry stepped outside  the hut and saw a small crowd of women and children.  Then the shooting began.  Moments later , the 19 villagers lay dead or dying.

These are some of the atrocities the prime movers of the resolution against Sri Lanka  is trying to hide behind calling for an International Independent Investigation into the violation of human rights and war crimes committed by the Sri Lanka Armed Forces in the course of the elimination of the terrorists.  But no one challenges USA,UK or even Canada because the future of the Sovereignty of small independent nations depend on  being on their side,  without pointing fingers at them.

The President and the government of Sri Lanka  have after the elimination of terrorism developed the country to a very great extent.  There are no poor people in rags living  in  shanties and dilapidated houses. The communities in Sri Lanka are living in harmony. Sri Lanka has  risen from its development  stage to become a middle income  country.

But these are   the Tamil sympathisers of the former terrorists living in USA, UK, Canada, Netherlands,  Australia etc. and Tamil Politicians the former supporters of the terrorists who have come to UNHRC premises in Geneva, to manifest against Sri Lanka trying to hide the real ground situation in Sri Lanka, supporting the USA resolution to pressure the Honourable Delegates to vote for the US resolution hoping thereby to force the International Community to change the regime in Sri Lanka, and divide the country to set up separate Tamil State.

Honourable Delegate  Sri Lanka really needs no such resolution, and there is no need for an International Investigation.

UNHRC is really wasting its time passing resolutions against Sri Lanka, which needs no immediate change as the country is peaceful, it is  developing fast, and the Communities are living in harmony. 

But, while UNHRC is passing resolutions against Sri Lanka,  in Nigeria, Somalia, Central Africa, Syria, and in  Lebanon, men, and women are being killed or massacred, young women and girls are kidnapped raped and killed, others  live in utter  poverty in shanties, or  in refugee camps, without , food, water, proper sanitary conditions, or schooling for children.

Those are the places that need the presence of  the UN Commissioner for Human Rights, where USA and its allies should rally round not to wage wars but to bring the people together, settle political issues in peaceful dialogue, and contribute to give those people a respectable living conditions.

In Sri Lanka USA, its allies and the UN High Commissioner of Human Rights Navi Pillai,  are raking the past where Sri Lanka was engaged in a just war to eliminate terrorism to bring peace to its people who for thirty years lived uncertain lives, waiting  for their children to return home safely , or worry until  husbands return home,   living in panic on hearing news of a bomb that exploded, when the husbands and wives avoided travelling together lest that one would live if the other were to die in a bomb explosion. 

If they want to rake the past they should go to Agentina where the people are still looking for their lost relatives.  In Sri Lanka the government has appointed a Commission to look for the lost relatives during  terrorism.

The Sri Lanka Armed Forces did not fight against the Tamil people but against the ruthless terrorists. USA and its allies want to know how many civilians had been killed by the armed forces at the last phase of the military operations against terrorists, some say there were 40,000 deaths others say, 100,000, yet others say 7000.  How can one really say what exactly happened at the end of a war,  and how many people were  killed ?

Does numbers matter? If there had been any deaths at all, at least they had given their lives for other millions to live in peace. 

Seven years after USA imposed sanctions on Iraq 1.5 million people had died.  Of them half a million were children, that is more children than in Hiroshima after the Atomic bomb.  When Leslie Stahl ( CBC -11 May,1996)  asked Madeleine Albright (USSecretary of State) Is the price worth it ?  She replied “ I think this is a very hard choice.  But the price, we think the price is worth it.”  Leslie Stahl says, “ Worth it, because she (Ms.Albright) believes the sanctions are working.” ((http://www.addictedtowar.com/docs/sanctions.htm)

Honourable Delegate,  please see the hypocrisy of the US Resolution against Sri Lanka. It is a cover up for its own violation of human rights, and war crimes in Iraq, Afghanistan, Vietnam, Libya etc. 

Today USA has presented an amended resolution empowering the UN High Commissioner for Human Rights  to conduct an independent investigation.  This is completely out side the UN High Commissioner’s mandate.  Navi Pillai as the UN High Commissioner is empowered to look into Human rights issues,  and not  humanitarian issues.

Humanitarian issues come under the purview of the UNGeneral Assembly and the UN Security Council.

This has been done by USA and its allies to mislead the Honourable Delegates. Therefore if the Honourable Delegates were to vote in favour of the US resolution as amended it will allow US and its allies to intervene into the internal matters of Sri Lanka making  it easier for a regime change at their will.

Please remember what happened in the case of Libya where USA and its allies  got the sanction of the UN Security council for a no-fly zone over Libya, and ended up by getting the NATO Forces to bomb  Libya to rubble, and assassinated Colonel Gaddafi.


Therefore, Honourable Delegates the future of Sri Lanka is in your hands, please do not allow the USA and its allies to dupe you to vote for the US Resolution against Sri Lanka, and thus let them  have free access into Sri Lanka in the guise of  an International Independent Investigators.

If you hesitate because your country needs USA and its allies for political and economic advantages, or because of bilateral agreements, you have still  the independence and freedom to act in defence of your principles and convictions which are more important than profits and gains. Today USA and the West are not the only Nations the developing countries  could turn to for their needs , there are others such as China, and  Russia.  What US and its allies are proposing to do to Sri Lanka today, they will not hesitate to do to your own country tomorrow.

Honourable Delegate, I implore you to reject the US Resolution against Sri Lanka and allow this country to look forward to a peaceful future during which it could develop the country and build a  Nation of  united Communities.

Please say no to the US Resolution against Sri Lanka

Please reject the USA Resolution Against Sri Lanka

Honourable Delegate to the 25 Session of the UNHR Council, Geneva,

Your Excellency,

Sovereignty of a nation should be respected under all circumstances. But  the USA and its Allies do not recognise that time honoured democratic principle.  For USA , sovereignty of a developing  country ends when USA decides to intervene into its internal affairs.

USA known  for its torture camps, killing of  innocent men, women  and  children in drone attacks, for destruction of countries like Afghanistan, Iraq, Libya, through bombardment, has no moral right to present a resolutions at UNHRC against Sri Lanka, which carried out a responsible military operations to eliminate terrorism that caused immense suffering to its people for three decades ? 

For that matter USA  has no right to include into its resolution against Sri Lanka an International Independent Investigation into Sri Lanka as suggested by Ms.Navi Pillai, which suggestion had been made by her through her own partiality towards the Tamil Terrorists of Sri Lanka-  her distant cousins.

No war is clean, war against terrorism is the worst,  as terrorists have no legal norms in inflicting terror.

For USA the terrorists are only those who take up arms against USA and its Western Allies. All those groups taking up arms to terrorise the people of the developing countries, devastating the countryside are for USA and its Western allies, freedom fighters who are in disagreement with the elected governments of the Country.  That offers USA the motivation to step into change regime.

This was how USA viewed the terrorists of Sri Lanka. The terrorists were kind, friendly ,and respectful towards their Ambassadors, and representatives visiting the areas under their control. Thus all their  assassinations, massacring of innocent people  by explosion of bombs, or by using the terrorist  suicide cadre,  were for USA and its allies normal activities of freedom fighters. 

In Syria, USA armed and supported the rebels against the Government of Syria, which developed into a situation of utter chaos.  This could have been avoided if there was a timely intervention to bring the warring parties for a dialogue.

In accepting the terrorists of Sri Lanka as freedom fighters  USA and its allies were assenting their activities of terrorism.  Thereby, USA and its allies became supporters of  terrorism in Sri Lanka.  They aided  and abetted terrorists giving them moral support. 

A USA Ambassador to Sri Lanka during terrorism - Robert O’Blake, had a close relationship with the terrorists and insisted that the Government of Sri Lanka should find a political solution to end  terrorism and not resort to a military solution. Foreign Secretaries of France and UK met the President during the last phase of military operations against terrorism, to demand  a cease fire.

But thanks to the Government of the President  Mahinda Rajapakse and the Armed Forces relentless offensive against terrorists Sri Lanka was at last able to end the thirty years of suffering of the people.

The end of terrorism was a relief to the people of Sri Lanka, but it  awakened  USA to take revenge from the Government of Sri Lanka which refused a political solution, and resorted   to a military solution  to eliminate their “freedom fighters”

Through whatever pretext – violation of human rights, need for an International Independent Investigation etc., USA and its allies  are still playing a supportive role to Sri Lanka terrorists, condemning the Sri Lanka Government and its Armed Forces- the victims of the terrorism. In doing so USA and its allies  become equally responsible for the death, murders and massacres perpetrated by the terrorists.

In to this category falls the UK Channel 4 which prepares faked films and documents implicating the Armed Forces of Sri Lanka for torture and war crimes again in the same supporting role of  the terrorists of  Sri Lanka. It makes UK Channel 4  legally responsible for the terrorism in Sri Lanka.

USA therefore has no moral right to move a resolution against Sri Lanka at the UNHR Council, and no self respecting country should align with USA to support the resolution  which  would be to  aid and  abet terrorism, and an encouragement for those Sri Lanka terrorists who  escaped in to foreign countries to come back clandestinely to  work for the resurgence of terrorism once again in Sri Lanka.

This became evident recently when  one of these escaped terrorists J.G.Selvanayagam alias Gopi had returned to Sri Lanka, meeting with the former terrorist sympathisers and distributing handbills in praise of terrorism. The police force that came in search of him was shot at injuring seriously one of the policemen.  This terrorists was staying with a woman  who was a sympathiser of the former terrorists, and  she has been taken in by the police  for interrogation. 

This man-the escaped terrorist  had been in contact with a Ruki Fernando and Fr.Pravin. These two, persons were also taken by the police  for interrogation. With regard to this UN Commissioner of HR has dare call it a harassment, without taking into consideration the need of Sri Lanka to be vigilant  against any attempt by any one to reactivate terrorism in Sri Lanka. 

This is why there is a  necessity for the  Sri Lanka Army as a Security Force,  to be present in the North.  

Honourable Delegate,   Sri Lanka  which has been selected  by USA for passing resolutions against it every year since the elimination of terrorism, has come out of the grip of a ruthless terrorism only recently.  Therefore, Sri Lanka is still not quite safe from the possibility of a resurgence of  terrorism.

The Honourable Delegate may have noticed the number of  anti- Sri Lanka Tamils who have gathered in Geneva. They represent the Terrorist  Front Agencies in USA, UK, France, Netherland etc.

A woman  Ms. Anandhi Sridharan who took the floor at the UNHRC as a representative of the Provincial Council of the North of  Sri Lanka, making false allegations condemning the Armed Forces, vigorously opposing their presence in the North, is a wife of a former terrorist.

Hence it is dangerous Honourable Delegate, to keep accusing Sri Lanka for what happened five years ago in the  course of the elimination of terrorism, as it fans the sparks of terrorism  still lying in the warm ashes it had left behind.

The USA, UN  and other Western Countries have no idea what Sri Lanka went through for three decades  in almost daily contact with terrorism  uncertain of a bomb blast or a massacre free tomorrow.  Since the end of terrorism, USA and its allies began accusing Sri Lanka, without giving it  enough time to forget that thirty year long  nightmare to  re-organise its future, and reconcile its  Communities

The USA, its Human Rights Activists and UN has not stopped prying into every aspect of the life of the people of Sri Lanka, inventing stories, making films , and passing “annual”  resolutions against it in the UNHRC.

Honourable Delegates,  it is time that Sri Lanka is given a reprieve.  Sri Lanka has eliminated terrorism, but the possibility  of a resurgence of it cannot still be ruled out.  Therefore  all efforts have to be made, and precautions taken  to see that  Sri Lanka is not taken by surprise into another round of terrorism.

UN Commissioner of Human Rights Navi Pillai, has said that , she has a mandate to order for an International Investigation.  May be the office of the Commissioner of Human Rights may have the  right to order an International Investigation, but not Navi Pillai.  The Office is one and the person who holds the office is another.

Navi Pillai has likes and dislikes, emotions of anger and hatred.  But the Office  of Commissioner of UNHR is abstract without feelings one way or another and would be objective and impartial. We cannot trust Navi Pillai to be that at least when she is investigating in to Tamil Terrorists in Sri Lanka.

She had said that she had in fact met  Ruki Fernando and Pravin who had met the escaped terrorist Gopi who had clandestinely  returned to Sri Lanka. Hence moving freely in Sri Lanka as the UN Commissioner of Human Rights she seems to have met persons like Ruki Ferenando and Pravin who still keep in  contacts with terrorists who had escaped into foreign countries during the military operations against terrorism.
It has been reported that, “ She(Navi Pillai)  stated with emphasis that when she began the session expressing concern over harassment and detention of human rights defenders, she was specifically speaking of Mr. Ruki and Fr. Pravin whom she had met earlier. She said she was disturbed by the turn of events especially in circumstances when Sri Lanka was facing a resolution critical of human rights and humanitarian law violations. She emphatically denounced the use of the Prevention of Terrorism Acts globally and questioned Sri Lanka’s policies and behavior. ”

Honourable Delegate,  the UNCHR Ms.Navi Pillai wants Sri Lanka to relax its vigilance to keep the country safe from a resurgence of terrorism during the period USA has presented a  highly questionable resolution against Sri Lanka.  It is a very strange expectation on her part.

The Prevention of Terrorism Act is all important to Sri Lanka which is not completely safe from a possible resurgence of terrorism.

We do not know what exactly Ms.Navi Pillai discussed with Mr.Ruki Fernando and Fr.Pravin for her to be disturbed by the turn of events- that is taking these two persons to be questioned by the Police.  That is a normal security measure, in a country which has just come out of the grip of a ruthless terrorism. 

But Ms.Navi Pillai is probably emphasising it to make the Honourable Delegates believe  that Sri Lanka is harassing ordinary people violating their rights of freedom to act the way they want,  and therefore it confirms the claims made by the US resolution.

Honourable DelegateSri Lanka  is an old democracy.  It does not discriminate against its people for their race, language or religious beliefs. It was unfortunately under a devastating terrorism for three decades. Finally a President elected in 2005 was determined to eliminate terrorism ,and put an end to the suffering of the people. He successfully  carried out military operations and eliminated terrorism in May,2009.

The  terrorism was brought to an end at the  cost  of nearly 24,000 lives of military personal alone.  Many innocent civilians, intellectuals, Ministers, politicians from all Communities were murdered and massacred in terrorist bomb explosions, by grenade lobbers or snipers.

The end of terrorism was a great relief to the people.  It is only after the end of terrorism  that USA and its allies urged by the pro-terrorist expatriate Tamils living in the respective foreign Countries(USA,UK,Canada,Netherland etc.) who had been  contribuing to terrorism in Sri Lanka, began probing into Sri Lanka accusing the Government and its Armed Forces for violation of human rights, and war crimes.

You may ask Honourable Delegate why the USA and its allies act to please the  Tamils living in these countries ? 

These Tamils who migrated to these countries in 1980s, are today a considerable number of voters in different constituencies in UK, and Canada.  There are over 300,000 Tamils in UK, many of them living in highly marginal constituencies. They are a floating vote that decides the election of  candidates for the Parliament, therefore the candidates  go all out to win over the Tamil voters. 

David Cameron, depends  on the expatriate Tamil votes to retain his Parliamentary seat of Whitney. William Hague  from the Parliamentary Constituency of Richmond(York) who depends on the Tamil votes to retain his Parliamentary Seat, proposes setting up a UN backed Sierra Leon  type War Crime Tribunal against Sri Lanka, which is certainly a proposal prompted by the expatriate Tamil Diaspora in UK- his vote bank.  .

These  expatriate Tamils had formed Sri Lanka Tamil Terrorist Front Agencies, which collected funds on a regular basis to help the Terrorists in Sri Lanka, to by arms and ammunition, and even buy  cargo ships to transport arms. 
After the end of terrorism they are left with the Funds they had collected, and continue to collect into their terrorist Account. 

They are thus able to spend unlimited  amounts of money to carry on a campaign against Sri Lanka with a view to divide the country to set up a separate State for Tamils.  Money attracts not only the poor but also those who hold high Office in Governments, Parliaments, Senates ets. depending on the  size of the sums offered. The Tamil Terrorist Front Organisations are very generous.

USA too has a considerable number of  expatriate pro terrorists Tamils, who also have their  Sri Lanka Terrorist Front Organisations.  The Tamils fir Obama is known to have contributed to the President Barrack Obama’s Presidential Campaign. The USA State Department has  contacts in the Tamil Diaspora. They dupe the State Department feeding it with false information.

After elimination of terrorism,  Sri Lanka has begun the much neglected  development of  the country and reconciling the Communities. But these external interference into the country by way of  searching for what happened at the end of the terrorist war five years ago keeps Sri Lanka from its important efforts of reconciliation of  the Communities and  allow the  people  enjoy the peace they have found after thirty years of suffering.

Therefore, I appeal to the  Honourable Delegate attending the 25 Session of the UNHRC Geneva,  to reject  the  US Resolution against Sri Lanka, without giving into the rising American  Global Dictatorship, which is  deciding the future of Sovereign States from amoung the Developing Countries, changing their regimes, ordering sanctions or trade embargoes.

UN Commissioner Navi Pillai’s report calling for an International Independent Investigation should be rejected as her impartiality is questionable due to obvious conflict of Interest.

Your Excellencies,

UN Commissioner Navi Pillai’s report calling for an International Independent Investigation   should be rejected  as her  impartiality is questionable due to obvious conflict of Interest.


Delegates to the 25 Session of the UNHR Council in Geneva have been hearing complaints against Sri Lanka from  various Tamil individuals, Tamil groups and their  supporters from  NGOs and some UN Member States.  All those complaints  are for no other reason but for the elimination of terrorism under which  the Tamil civilians themselves suffered   for over three decades.  Those complaints which may have no direct connection to the elimination of terrorism are nevertheless its off shoots.

You may have noticed that those Sri Lankan Tamils who complain against Sri Lanka and support the US Resolution, and the report of the UNCHR Navi Pillai are not ordinary Tamil people who really suffered under terrorism, but these  are Tamils who have a vested interest in discrediting the Government of Sri Lanka, to provoke the Member States to react against Sri Lanka to help them eventually to establish a Separate Tamil State.

Those Tamils who have come from Sri Lanka presenting their complaints  against Sri Lanka are from the  Sri Lanka Tamil political party Tamil National Alliance, which was the political party set up by the terrorist leader Prabhakaran to represent him in the Parliament of Sri Lanka.

The Government after elimination of terrorism did not disband the Tamil National Alliance hoping that with the elimination of terrorism, they will turn out to be a reconciliatory force to bring together the divided Communities. But unfortunately  they turned out to be the heirs to the eliminated terrorists, and continue with the  separatist agenda of the Terrorists in  breach of  the Constitution of Sri Lanka.

This itself shows the positive attitude of the President of Sri Lanka who the Tamils now accuse  to have discriminated against the Tamil people and violated their human rights.

President of Sri Lanka could have used his executive powers and moved to take action against the Tamil National Alliance for the breach of the Constitution.  He did not do so.  The  President  never discriminated against the Tamils of Sri Lanka. He deployed his Armed Forces against the Tamil terrorist, and never against the Tamil people. 

The Armed Forces in fact protected the Tamil people from the terrorist who had kept them as a human shield, and rescued 300,000 of them from the teeth of terrorists risking their own lives.

This shows that the propaganda that is being carried out by the Sri Lanka Tamil politicians and their supporters are false,  and the government ever since the elimination of terrorism had been doing every thing possible to improve the living conditions of the Tamil people of the North and East and reconcile them with the rest of the Communities.           

But it is the Tamils led by the Tamil National alliance and the Tamil Diaspora  who are now very much present in the UNHR Council premises in Geneva carrying out  false propaganda against the Government and the Armed Forces,  refusing to cooperate with the government in its genuine and sincere effort to  reconcile the Communities in Sri Lanka, and bring real peace to the people of the Sri Lanka.

Honourable Delegates you may have met, seen or observed  a vociferous Tamil Woman from the Tamil National Alliance –now a Provincial Councillor who has come to UNHRC Geneva and makes lot of Allegations against  the Government of Sri Lanka and its Armed Forces.  She is  Mrs. Anandhi Sridharan. She is none other than the wife of a terrorist Elilian, who was in charge of  recruiting  Tamil children to be trained as child soldiers for terrorists. 

The “recruitment” was in fact taking away children  by force from the parents or kidnapping them from  schools. This person Anandhi Sridharan as the  wife of a terrorist had been an active supported of terrorism. And she is now trying to complete vengefully the unfinished work of her terrorist companions, accusing the Armed Forces. 

This is evidence that the Government of Sri Lanka has not restricted the freedom of the Tamils after the end of terrorism even if some of them  were closely connected with terrorism. This  shows the extent to  which these Tamils led by Tamil National Alliance are ready to go with their false accusations to incriminate the Government and its Armed Forces.  .

The Tamil are only a 13 percent of the population of Sri Lanka.  Of this,  55 percent of the Tamils lives in the South with Sinhala people.  If  the whole of the Tamil population supported the terrorists, the Government would not have been able to defeat them. But not all the Tamils were with the terrorists.

The terrorist were ruthless and did not hesitate to kill any one who opposed them .  Therefore those  Tamils who opposed terrorism did not speak up against terrorist for fear of their lives.  Even today this fear exists,  and the Tamils opposed to terrorism still prefer to keep silent.

Many Tamils in the diaspora lived in fear of being denounced by the terrorist Front Agencies, and made their contributions to the terrorist  Fund Collectors through  fear for themselves and their kith and kin in Sri Lanka.  

Though the terrorists were eliminated by the Government of Sri Lanka,  the  local sympathisers of the terrorists and those pro-terrorist Tamils in the diaspora want to realise the creation of a separate Tamil State which was the object of the terrorists,  and for which the pro-terrorist Tamil diaspora had financially and actively  contributed and still continue to do so.

The Sri Lanka  Tamil politicians led by  the Tamil National Alliance ,  and those Tamils of the diaspora,  are supported by all “well to do” Tamils, and Tamil  politicians the world over  even if they knew nothing of the ground situation in Sri Lanka during terrorism, and nothing of  the governments  contribution to the welfare of the Tamils after terrorism,  merely because they are also  Tamils. 

Their attachment to their Tamilness is such  that they blindly cast their lot with the pro terrorist Sri Lanka Tamils, unconcerned  whether the Tamil terrorists were right or wrong.

Thus you have the Tamils from Mauritius forcing their government to sponsor the US Resolution against Sri Lanka

The Tamils in Malaysia, as much as the Tamils of the Tamil Nadu of India  supported  the course of terrorism, and now they are all supporting the efforts of the Pro-terrorist Tamils of Sri Lanka- Tamil National Alliance  along with the Tamils of the diaspora to set up a separate Tamil State in the North and bring the Government and the Armed Forces in Sri Lanka before a tribunal accused for violation of human rights and war crimes in the course of elimination of terrorism.

The Tamils in South Africa supported  the course of the  Sri Lanka Tamil terrorists, and continue to so with Archbishop Desmond Tutu taking a leading role.  Hence all Tamils where ever they are  tend to support Tamils, and  help them to take revenge from the Government of Sri Lanka for elimination of Tamil terrorist.

Navi Pillai  the UN Commissioner for Human Rights  is a Tamil from South Africa.  Hence, being a Tamil her sympathies are with the Tamils of Sri Lanka, her  allegiance is to the course of the Tamils of Sri Lanka to take vengeance from the Government of Sri Lanka and its armed forces  for the elimination of Tamil terrorists.

Navi Pillai the UN Commissioner of Human Rights , who is a Tamil is no different from  other Tamil.  She is in the correct place to help her Tamil counterparts in Sri Lanka to take revenge from the Government and its Armed Forces for the elimination of  their “beloved” Tamil terrorists.  That is the  motivation  behindNavi Pillai’s call for  an International Independent Investigation into the elimination of terrorism, to examine the violation of human rights, and war crimes.

Navi Pillai was the wrong person to have been invested with the authority to investigate to what an extent the Government of Sri Lanka is responsible for any violation of Human rights in the course of the elimination of terrorists. 

There is an obvious conflict of interest and she being a Tamil she stands with the Tamils of Sri Lanka and support their call   for an international  investigation and indirectly support the efforts of her Tamil counterparts to set up a separate Tamil State.

Therefore, her report  and her call for  an International Independent Investigation which has now been “copied” by USA should be rejected,  as her report does not show that she had been able to obtain reliable evidence from her investigations,  and therefore she has  come to very partial and therefore unacceptable conclusions.

Navi Pillai visited Sri Lanka on an invitation by the Government of Sri Lanka and stayed on for a week. She visited most of the places in the North of Sri Lanka interviewing people from all levels of Society, and anti- government press offices in the North. 

But as an independent UN Official and an impartial investigator, she did not to visit the South of Sri Lanka and interview the Sinhala people who also suffered from terrorism.  Therefore her conclusions after her investigations are incomplete, and partial towards the Tamils of the North. Moreover, in her visit to the North  she had not been able to collect any valid reliable evidence to accuse Sri Lanka and its armed forces for violation of human rights.

Hence the report of UNHRC Navi Pillai  presented to the 25 Session is not based on  evidence she collected in her investigations, but based on a  very controversial report issued  by a Panel appointed by the Secretary General  Ban Ki Moon, and a faked film produced by UK Channel TV. 

This report of the Panel cannot be accepted as it is first not an official report and secondly the evidence on which the report is based is questionable, as a condition of the release of the report was that the identity of the witnesses on whose evidence the report was prepared should not be released before twenty years after the issue of the report.  The report of the Panel  lacks transparency, and therefore not a reliable document.

This Report of the Secretary-General's Panel of Experts on Accountability in Sri Lanka consisted of Mr.Darusman from Indonesia, Yasmin Sooka from South Africa, and Steven Ratner an American.  This report becomes one of Navi Pillai’s sources  for her report now presented to UNHRC.  Ms. Navi Pillai had accepted the document as valid undoubtedly because the Panel which drew the report  consisted of  her compatriot and a friend Ms.Yasmin Sooka of South Africa.  The report has not been officially accepted as a UN Document.

Her second source of information is a supposed to be Documentary prepared by the UK Channel 4TV.  This documentary consists of images juxtaposed  without any eye witness evidences showing scenes of   atrocities the film recounts as committed by the Sri Lanka Armed Forces against the Tamils.  This is a sort of “ horror film” prepared using modern film technology which  gives the images a realistic dimension.  It could move persons, and acceptable to those  people who have not scene documentaries made using modern technology and virtual reality.

The Channel 4 films cannot be accepted as evidence of any sort. Such documents will not be accepted in a court of law as evidence. No person with a knowledge of modern film technology will accept them as authentic.

Therefore as a concerned Sri Lankan, I appeal to the Honourable Delegates to reject the report presented by the UN High Commissioner Ms.Navi Pillai and also reject the US Resolution against Sri Lanka which also includes Ms.Navi Pillai’s  call for an International Independent Investigation.

US Resolution a planned move to take control of Northern Sea of Sri Lanka for a USA Military Base.

USA and its close allies who never intervened to  help Sri Lanka during the terrorism under which Sri Lanka was suffering, are very active now  after Sri Lanka on its own eliminated a ruthless terrorism.  They are not only present but interfering excessively into Sri Lanka’s internal affairs, and showing an exaggerated concern over  a violation of human rights and war crimes  during the course of elimination of terrorism by the Government and the Armed Forces of Sri Lanka.

USA, its allies and its Agent  Navi Pillai of  UNHRC have left out 30 years of  terrorism under which not only human rights , but even the right to live of the people of Sri Lanka was in the hands of a group of brutal terrorists, to concentrate only on  few days of the last phase of the elimination of terrorism for an international investigation for violation of human rights and war crimes.

What does USA, UK, Macedonia, Mauritius Moldova and the rest of their  European allies expect by moving a resolution against Sri Lanka calling for an International Investigation , keeping in mind the fact that none of them came to help Sri Lanka when it was suffering from the rigours of terrorism ?

USA, UK and its allies who help ultra Nationalists, criminals  who revolt against regimes in place, and destroy countries where they think possible terrorist against USA and their Western allies will come from, are presenting  resolutions demanding an International Investigations, as investigations already made  by the instance of the Government of Sri Lanka are not  acceptable to them. 

We the people of Sri Lanka do not trust USA , UK and its allies as it is they who are  barring Sri Lanka’s post-terrorist  progress and development , by  putting the Tamil people against the Government and the Sinhala and Tamil people.

In that situation how could  the people of Sri Lanka accept any investigation suggested by USA and its allies as independent, honest, fair , just and impartial ?

No, such an International Investigation will not and should not be accepted by the people of Sri Lanka,  as  the motive behind such an investigation is not to find the truth of what happened at the end of terrorism but to find out to what extent the findings would  help to enhance the anger of the Tamil people  against  the Government and the Armed Forces that eliminated terrorism.

The USA and its allies presume that the anger thus provoked, would make the Tamil Community in Sri Lanka  demand a definite territorial separation for the setting up of a separate Tamil State, that in fact is the motive behind the USA resolution against Sri Lanka.

There is no other reason as the Tamil people in Sri Lanka had been before terrorism and after terrorism treated  equally  as citizens of Sri Lanka by the different  previous Governments and the present Government and  by the  people of Sinhala and Musli Communities. 

The separation of the Tamil Community from the rest of the Communities in Sri Lanka, had been a call that had been made by the Tamil politicians to fulfil their personal political ambitions, and by India with an expansionist programme to satisfy the TamilNadu State of India.

This separation of the Tamil Community is in the Agenda of USA, UK and its allies. A separated Tamil territory would then accept USA and its allies to play the role of a protector- a political‘God Parent” to such a separate Tamil State of Sri Lanka,  which would eventually make way the coveted control over the Northern Seas of Sri Lanka to set up an American Military base, to counter the spreading influence of  China and Russia in the region.

The Honourable  Delegates to the UNHRC in Geneva are not so unintelligent  not to understand this long term secret plan of USA, UK and the rest of their Western allies  presenting them the USA Resolution against Sri Lanka for their approval by voting in favour of it.

We see how things are  happening in Ukraine where the President Viktor Yanukovych, had refused to join a European Union which is on the edge financially bankruptcy, and thereby antagonised the ultra Nationalist Ukrainians.

The USA and EU are supporting the nationalists in Ukraine, to set up a USA friendly Government in Ukraine and certainly not for any love USA and its allies have for  the people of Ukraine.  But they only expect to be partners in controlling Crimea and set up a USA Military Base close to Russia

One need not be a space scientist to understand these manoeuvres of USA, which pretend to be  enormously concerned  for the Tamils of Sri Lanka to the extent of passing a resolution against Sri Lanka (-which has at last  found peace after thirty long years of terrorism,) . This resolution  is also not because of the enormous concern USA has  for  the Tamil people, but it is  to enable USA to set up a military base in the Northern Seas of Sri Lanka.

Do the Honourable Delegates at the UNHR Council in Geneva see the parallel  between what is happening in Ukraine and the US Resolution against Sri Lanka ?

Of the countries that sponsor the US Resolution against Sri Lanka Macedonia is a member of the EU and NATO, and Moldova which is the poorest country in Europe depends greatly on EU for economic support. Mauritius is a country in the Indian Ocean and seeks  European support  to keep its multiethnic population contented.  It has a very large  Tamil Coimmunity, which is the reason for peddling an anti Sri Lanka policy,   and confirming it by sponsoring the US resolution against Sri Lanka.

USA and UK have become the most unfriendly  Governments  in the world towards the developing countries.  They step into destabilise these  countries, discredit democratically elected regimes, put communities against communities within countries seeking always to draw benefits for America and its allies  following its principle of  “to hell” with the rest.

Our hero of  South Africa Mandela  was a friend of  Colonel Gaddafi of Libya. He saw through the hypocrisy of  USA  when it objected to his visiting Gaddafi . But Mandela could not forget his old friend-Brother Leader Gaddafi  who came to his help when he was in need, and he would not  accept that the friend of his enemies demand abandoning his old friends.

It is said, “One of the first things Nelson Mandela did when he got out of prison was to go to Libya to thank Brother Leader Muammar Gaddafi in person for all that he had done, Mandela made one of his most famous speeches while he was in Libya but they keep that info out of the main stream media, something else the West like to cover up is the end of that speech:

  “The eventual collapse of the apartheid system owed much to contribution of Muammar Qaddafi and Libyan people.” Mandela went on to say that“in the darkest moments of our struggle, when our backs were to the wall, it was Muammar Qaddafi who stood with us!”

That is what USA and his Western allies are.  They are an ungrateful lot who think first of themselves and others later or not at all.

The US Resolution against Sri Lanka,  and what USA and its allies are expecting to happen after getting the resolution passed by a majority vote at the UNHR Council in Geneva, have  all been well planned before hand.  

The first step in that plan is the Resolution against Sri Lanka and to have an Investigation into the last phase of the Sri Lanka Armed Forces’ military operations to end terrorism.  Of course the Investigators will be their people like Navi Pillai, and the result will be against Sri Lanka and its Armed Forces.

We request the honourable Delegates to consider well the motive behind the resolution and whether it is worth supporting the US Resolution against Sri Lanka- a small country that eliminated a ruthless group of terrorists and asks nothing from USA and the West but to leave Sri Lanka alone,  in peace and un-interfered to continue the development of the country that had been neglect for thirty years because of terrorism.

We trust Honourable Delegates to the UNHRC, that you will vote against this resolution of USA, and allow Sri Lanka to develop the country and reconcile the Communities at its own pace without precipitating in that effort merely  to please the USA and its Western allies.
